Population control my maid has 7 kids and she struggles to take care of them the kids have now started doing crime to feed themselves as they are uneducated unskilled individuals.

Minimize corruption first. Stress of educating kids ethics, morals and dangerous repercussions of being corrupted, bring in harsh laws for it.

Some may be poor, but most of the beggars specially with child are not really poor, it is actually their business.

The government manipulate the definition so that it seems less number of people below the poverty line.

I visited India just over a year ago and I'm not sure what defines poverty, but if New Delhi (some parts) and Jaipur weren't poverty then I don't want to see poverty.
